I spoke to my cousin. According to him 91.6 Hallmark is the BIS standard for the purity of gold. If you insist, you can always wait for sometime and get your purchase hallmarked at the rate of 30 rs/gm (this is again levied on the customer and not borne by the seller). 

Hallmarking is not done for individual pieces, you have to send in kilos hence the wait period. 

One more important thing, we can also get a hallmark for 18 carat gold :)
Suppose, if a seller says he has some 18 carat gold and wants it hallmarked, he can get it hallmarked as 18 carat gold.

He says lot of marketing gimmicks are happening in this business. 
The thing to look for when buying gold:

BIS/Hallmark for the carat the seller claims 
Shop seal
Proper bill
