Well, remember you asked why we did not speak about our credentials before this nuclear deal (the Trombay plant)? In the link that you had mentioned, the blogger had listed all that quite in detail. One of the main reasons is lack of nuclear fuel. 

And this deal just seems like a tactic to make India acede to the NPT. Interestingly, the NPT was devised only after India conducted its nuclear tests in 1974. So in a way it was like to curb India's nuclear ambitions. Its very right that India does not sign NPT because as India has been saying its a highly biased treaty. But what is sad is that almost all countries - for whatever reasons - only want to lick US's feet but not oppose it. Saddam did that boldly and look what bestowed upon him and now looks like US has turned its eyes on Iran. Sometimes I feel incidents like 9/11 is deserved for US's karma!</description>
